按照 vs. 根据

“按照”&“根据” both mean "according to", but what's the differences between them?

“按照” basically means "follow", so it's mostly used for describing the way to do something

• 按照国际惯例 (ànzhào guójì guànlì / according to international practice)
• 我们得按照宪法规定办事情。 (xiànfǎ / constitution)
  

“根据” basically means "based on", so it's frequently used for inference, debate, etc.

• 警方根据线索进行调查。 (xiànsuǒ / clue)
• 根据宪法，我们必须重视人权。

[ N. B. ] Sometimes both of these two can be used with the same noun, but the focuses are different.
